  18. <p>     In typical Soviet fashion, perestroika took another lurching
  19. step forward last week. TASS, the government news agency,
  20. announced formation of a Moscow Stock Exchange, the first since
  21. 1917. The new exchange already has 187 prospective companies
  22. and banks. Soviet securities will be represented overseas by
  23. international brokerage firms. And Moscow's Big Board plans to
  24. open offices in other world financial capitals, like Tokyo and
  25. New York.

  27. <p>     A detail still to be ironed out: building the exchange. A
  28. site has been chosen, but officials don't know when
  29. construction will be done, what it will look like or when
  30. trading will begin. Talk about speculative.
